The passage of the American Recovery and Reinvestment Act (ARRA) of 2009 earlier this year has left many communities scrambling to determine its impact related to local transportation and infrastructure projects. In accordance with ARRA requirements, fund recipients must be able to deliver their project on time and on budget, as well as communicate their results.
