City of Austin Waller Creek Tunnel

H.R. Gray was retained by the City of Austin, Texas to conduct a value engineering review of the Waller Creek Tunnel project's design and construction plans.

The Waller Creek Tunnel project is a proposed multi-sized (20-foot, 22-foot & 26-foot diameter) storm water bypass tunnel beginning in Waterloo Park and discharging into Lady Bird Lake near Waller Beach and the Four Seasons Hotel. The project is expected to reduce the size of the 100-year floodplain of the lower Waller Creek Watershed by roughly 28 acres and allow denser development in the Waller Creek District area of downtown.

The tunnel project will consist of several construction projects with some small projects starting construction in 2010, and is expected to be substantially complete in 2014.

The first of four different value engineering analyses concluded in October of 2009 resulting in potential cost savings of approximately $5 million for the tunnel phase of the project valued at $45 million.
