Combined Sewer Overflow (CSO) Rack 40 & 31

H.R. Gray provided professional construction management services for the City of Akron Combined Sewer Overflow (CSO) – Racks 40 & 31 Project.

This project consisted of constructing a concrete storage basin to intercept and hold approximately 9.5 million gallons of CSO during major storm events. The basin is equipped with submersible pumps to pump the stored sewage back to the combined sewers. The project includes 42-inch, 78-inch and 108-inch sewer pipes, 18-inch force main, 6-inch water main, and installation of more than 1,000 soil anchors to resist uplift forces on the basin. The site is located in a former landfill and has high groundwater table.

During the design phase, H.R. Gray provided constructability reviews, cost estimating and value engineering services to the City of Akron. H.R. Gray assisted the city in preparation of bid documents, bid evaluation and awarding of the contracts. Further, H.R. Gray was responsible for the construction management and coordination of multiple contractors, scheduling, and resolution of any disputes.

Construction began in January, 2005. It was an environmentally sensitive site due to it being a former landfill as well as the abandoned sewage treatment plant for Akron. Ohio EPA required that all work activities at the site comply with the provisions of Ohio EPA Rule 13 which establishes procedures for former landfill sites. All trash encountered during excavation had to be segregated and relocated to the designated area. When completed, the trash pile had to be capped with a 2 foot thick layer of clay per EPA guidelines. The site also had high groundwater table under artesian conditions. The soils encountered were primarily silt, which further complicated dewatering. The dewatering wells were 300-feet deep.

Working within the framework of Rule 13, the H.R. Gray team was able to successfully manage the project and complete it on time and within budget.
