H.R. Gray was retained in December, 2003 to assist the City of Erie in negotiating a Consent Order regarding construction of ADA compliant curb ramps. Further, H.R. Gray trained the City’s staff to perform the required field investigation and data collection. Based on this data, H.R. Gray prepared a report for the City to be presented to the Federal Court, which outlined the extent of compliance and prepared a cost estimate and general construction plan for a five year capital program to bring the community into compliance.
To assist in a more cost-effective solution for the community, H.R. Gray provided a series of training sessions to increase the understanding of the ADA requirements and to instruct local contractors and city staff on the proper methods for constructing ADA compliant curb ramps.
H.R. Gray also was retained to provide continuing technical assistance during construction. This assistance was utilized on intersections and ramp locations that presented unique challenges in the installation of compliant ramps. Building on extensive prior experience, the H.R. Gray team was able to provide solutions to even the most complicated locations. For example, one particular corner located downtown in front of a Starbucks presented a unique challenge because of a high curb and an existing underground vault. H.R. Gray developed a unique solution that brought the curb into compliance without the expense of relocating the vault.
