H.R. Gray was retained in 2007 to evaluate the ADA compliance status of existing curb ramps as well as develop a plan for correcting non-compliant curb ramps within a five square mile area in downtown Detroit, Michigan. A class action suit was filed against the City for alleged violations of Title II of the ADA and H.R. Gray was retained to assist the City in complying with the Federal Court Order.
The first phase of H.R. Gray’s services included a field investigation and survey. Teams lead by H.R. Gray surveyed and analyzed each intersection in the target area by evaluating each existing curb ramp for ADA compliance, conducting field measurements and developing sketches for corrective action. The project’s geographic area included 499 intersections consisting of 2,318 existing curb ramps. Of the 2,318 curb ramps inventoried, 2,189 were found to be non-compliant with the ADA Accessibility Guidelines (ADAAG)/Michigan Department of Transportation standard. The survey identified 35 curb ramps needing minimal repairs; 2,154 existing curb ramps requiring major reconstruction; and an additional 1,234 missing ramps that need to be constructed for a total of 3,388 curb ramps required to make all of the intersections compliant as defined by ADAAG standards. H.R. Gray compiled a report that assessed the City’s non-compliance and identified a strategy to address the ADA curb ramp needs.
H.R. Gray also conducted two full-day training sessions that detailed the concepts required to construct ADA compliant curb ramps. Further, H.R. Gray assisted the City Engineering Division by geographically-grouping the necessary construction projects into three separate bid documents for contracting efficiency. Construction is expected to occur in 2008-09.
