With experience in construction, construction management and leadership in public agencies, the executive management team directs the H.R. Gray organization to help each client successfully manage their construction project from conception to completion.
James Joyce, P.E., is President and CEO of H.R. Gray, a management and consulting firm that offers public entities program and construction management services for complex projects as well as analysis and resolution of construction disputes. He has almost 30 years of experience in the engineering, construction and facilities management industry.
Joyce was the past executive head of the Department of Public Utilities for the City of Columbus, which involved directing the activities of the Airport, Electricity, Sewerage and Drainage and Water Divisions; serving as the advisor to the Mayor on public utility matters at the Cabinet level; overseeing all engineering functions of the Department; overseeing all Capital Improvements and Operation/Maintenance functions. He also served as Department liaison with City Council, the County Commissioners, and other State and Local representatives for the determination of City policy and program direction. Further, Joyce was also the primary point of contact with U.S. EPA and Ohio EPA, the U.S. Army Corps of Engineers, the Federal Energy Regulatory Commission and other County, State and Federal regulatory bodies. He has managed projects ranging in size from $2 million to $60 million.
Joyce earned his Bachelor of Science degree in Civil Engineering from The Ohio State University, Columbus, Ohio. He is also a Registered Professional Engineer in the State of Ohio and Hawaii.
George D. Daily, Executive Vice President & COO, has 31 years of experience in the management of construction projects ranging in value from $5 million to $160 million. He has extensive experience in construction management and general contracting of large public works projects including power plants, waste treatment facilities, foundations, tunneling, major excavations, embankments and building construction. Daily has special expertise in the preparation of budget estimates and final construction estimates, constructability analysis, value engineering, preparation of front-end documents and bid packages, CPM scheduling, contract administration, negotiation and auditing of change orders, cost and schedule control, as well as claims analysis and development for the resolution of disputes. His range of experience on a wide variety of projects provides an opportunity for owners to benefit from savings in both cost and time on their projects.
Daily earned his Bachelor of Science in Civil Engineering from Valparaiso University.
